I think it's easier to unexpectedly one-shot someone in OVA with a lucky roll. I think the biggest difference being that OVA is a dice pool with wildly exploding results which can greatly multiply damage, where BESM is always 2d6 with mostly static damage or relatively minor damage variation. But I've heard the pretty similar in design and philosophy. I've never played OVA, so can't really compare there. And 3e also has damage multipliers, which is kinda neat. Points costs are inflates by about x5 in 3e, which allows for a little more customization and detail, but also adds complexity and character building time.
